Import Customs Regulations (UAE)
 

Prohibited Goods

Certain items are strictly banned from import into the UAE. These include narcotic drugs, counterfeit currency, gambling equipment, pornographic materials, restricted publications, ivory and ivory products, used tyres, and goods originating from countries under boycott. Importing such items can lead to serious legal consequences.
 

Restricted Goods

Some items are allowed into the UAE only under specific conditions or with prior approval. Alcohol is permitted in limited quantities for passengers, while items such as e-cigarettes, laser pens, and selected food products require special permits from the relevant authorities before import.
 

Customs Duties and VAT

Most imported goods are subject to a 5% customs duty, calculated on the CIF value (Cost, Insurance, and Freight). In addition, a 5% Value Added Tax (VAT) is applied. Certain essential goods or specific categories may be exempt or attract different rates, depending on regulations.
 

Required Documentation

For commercial imports, the following documents are typically required:

  • Commercial Invoice

  • Packing List

  • Certificate of Origin (duly legalized), if country of origin is not shown on the commercial invoice.

  • Bill of Lading or Air Waybill

Accurate and complete documentation helps avoid delays during customs clearance.
 

Business Import Requirements

Businesses importing goods into the UAE must hold a valid trade license issued by the Department of Economic Development (DED) or a recognized Free Zone authority. An importer code is also mandatory, and the imported goods must align with the business activities listed on the license.
